What happened on September 26

FMCSA said that on Saturday, September 26, its safety investigators joined the Department of Homeland Security and state police in an overnight commercial-vehicle enforcement operation on highways in South Carolina, North Carolina, Florida and Georgia. The stated purposes were roadway safety and addressing criminal activity along major freight corridors. This was a coordinated inspection operation, not a new federal CDL rule.

Results: 552 inspections

According to the official release, agencies conducted 552 inspections and placed 78 drivers and 25 vehicles out of service. The group of 78 included drivers with non-domiciled CDLs, but FMCSA did not state how many. The agency separately identified 12 driver out-of-service orders for English Language Proficiency violations. The release does not categorize the remaining reasons, so the number 78 should not be described as 78 ELP, immigration or CDL-fraud cases.

Practical checklist for Ukrainian drivers

Before a trip through these states, verify CDL and medical status, carrier registration, ELD registration and log accuracy, hours of service, vehicle defects, cargo securement and the phone policy. A driver should personally know basic trip, cargo, HOS and vehicle information in English and understand road signs; do not rely on a translator during a roadside ELP assessment. Ukrainians with non-domiciled CDLs should separately verify expiration dates, issuing-state notices and any I-94, EAD or visa records relevant to their situation, but this operation did not create a new universal requirement to carry an additional immigration packet in the truck.
