FMCSA повідомила, що nationwide exemption, яке дозволяло interstate CDL/CLP holders і carriers покладатися на paper Medical Examiner’s Certificate (Form MCSA-5876) до 60 days після issuance, закінчується 11 жовтня 2026 року. Alaska отримала limited one-year renewal

Alaska залишається єдиним state, який ще не implemented Medical Examiner’s Certification Integration, або NRII. Exemption не додає 60 days до expiration date medical certificate і не дозволяє керувати без чинної medical qualification. FMCSA прямо зазначає, що driver не може operate CMV, якщо certified medical examiner не визнав його physically qualified. У Alaska 60 days — це лише час, протягом якого current paper MEC може служити proof; після цього carrier і driver повинні покладатися на updated licensing record. Як тепер підтверджується medical status

За NRII certified medical examiner передає examination result до FMCSA National Registry не пізніше midnight local time наступного calendar day. FMCSA electronically передає information до State Driver Licensing Agency, а state додає medical status до CDLIS driver motor vehicle record. Motor carrier має отримати MVR із current licensing state та зберігати його в driver qualification file. FMCSA водночас рекомендує examiners до further notice продовжувати видавати drivers paper MEC, але рекомендація мати копію не робить її official proof поза Alaska.

Практичний checklist перед dispatch

Після DOT physical попросіть paper copy для records, але також перевірте, що examiner правильно записав CDL/CLP number, licensing state і legal name та electronically submitted result. До dispatch або renewal переконайтеся через issuing DMV або доступний state portal, що medical status уже оновлено; carrier має перевірити current MVR. Якщо record не оновився, одразу зв’яжіться з examiner і licensing state, збережіть certificate, receipt та correspondence і не припускайте, що paper card автоматично захищає від citation, downgrade або out-of-service consequence.

Що це означає для українських і non-domiciled drivers

Правило застосовується за state, який issued CDL/CLP, а не за citizenship, country of birth, TPS, U4U parole, EAD або visa category. Український driver із license, виданим не Alaska, з 12 жовтня повинен переконатися, що medical qualification відображена electronically. Alaska-issued non-domiciled CDL або CLP може користуватися limited paper-MEC relief на тих самих умовах. Рішення не змінює окремі federal rules щодо non-domiciled CDL eligibility, lawful presence, work authorization, English proficiency або ELDT.

What changes on October 12

FMCSA says the nationwide exemption that allowed interstate CDL and CLP holders and motor carriers to rely on a paper Medical Examiner’s Certificate (Form MCSA-5876) for up to 60 days after issuance expires October 11, 2026. Beginning October 12, drivers licensed in every state except Alaska and in the District of Columbia—and their employers—may no longer use the paper MEC as proof of medical certification, even for a short transition period. The official proof must be in the electronic CDLIS driver record.

Alaska receives a limited one-year renewal

Alaska remains the only state that has not implemented Medical Examiner’s Certification Integration, or NRII. For Alaska-issued CDLs and CLPs, the exemption runs from 12:00 a.m. on October 12, 2026, through 11:59 p.m. on October 12, 2027. A driver may present a current, valid paper MEC, and a carrier may use it in the qualification file, only when the certificate was issued by a certified medical examiner within the previous 60 days. This is federal relief for interstate commerce; Alaska may separately decide whether to adopt it for intrastate operations.

This is not a 60-day grace period after medical expiration

The exemption does not add 60 days to a medical certificate’s expiration date and does not authorize driving without current medical qualification. FMCSA expressly states that a driver may not operate a CMV unless a certified medical examiner has found the driver physically qualified. In Alaska, 60 days is only the period during which a current paper MEC may serve as proof; after that, the carrier and driver must rely on the updated licensing record. In other jurisdictions, a paper certificate may remain useful as supporting documentation to correct an error, but as of October 12 it is not accepted proof under this exemption.

How medical status is now verified

Under NRII, the certified medical examiner sends the examination result to the FMCSA National Registry by midnight local time on the next calendar day. FMCSA transmits the information electronically to the State Driver Licensing Agency, and the state posts the medical status to the CDLIS driver motor vehicle record. A motor carrier must obtain the MVR from the current licensing state and retain it in the driver qualification file. FMCSA still recommends that examiners continue giving drivers a paper MEC until further notice, but keeping a copy does not make it official proof outside Alaska.

Practical checklist before dispatch

After a DOT physical, request a paper copy for your records, but also confirm that the examiner recorded the correct CDL or CLP number, licensing state and legal name and submitted the result electronically. Before dispatch or renewal, verify with the issuing DMV or an available state portal that the medical status has posted; the carrier should check a current MVR. If the record has not updated, promptly contact the examiner and licensing state, retain the certificate, receipt and correspondence, and do not assume the paper card automatically protects against a citation, downgrade or out-of-service consequence.

What this means for Ukrainian and non-domiciled drivers

The rule applies according to the state that issued the CDL or CLP, not citizenship, country of birth, TPS, Uniting for Ukraine parole, an EAD or visa category. Beginning October 12, a Ukrainian driver licensed outside Alaska should make sure medical qualification appears electronically. An Alaska-issued non-domiciled CDL or CLP may use the limited paper-MEC relief on the same terms. The decision does not change separate federal rules for non-domiciled CDL eligibility, lawful presence, employment authorization, English proficiency or ELDT.
