Кого стосується UCR
UCR — це щорічна business registration program для covered interstate та international motor carriers, motor private carriers, freight forwarders, brokers і leasing companies. Це не плата за CDL, CLP, endorsement, DOT medical exam або immigration document. Company driver зазвичай не сплачує UCR особисто, якщо не володіє або не керує entity, яка підлягає реєстрації. Практичні наслідки для українських водіїв
Для українського owner-operator або малого carrier із 0–2 vehicles безпосередня зміна — додаткові $9 за 2027 рік. Перевірте legal business name, USDOT number, operating authority, fleet bracket і те, хто відповідає за filing за lease agreement. Для company drivers нове правило не змінює CDL status і не створює особистої UCR payment requirement. Воно також не змінює U4U parole, TPS, EAD, visa status, work authorization або eligibility for a domiciled чи non-domiciled CDL.

What FMCSA finalized
On September 1, 2026, FMCSA published a final rule setting new Unified Carrier Registration fees for registration year 2027 and subsequent years unless the rates are revised again. The increase averages 20% compared with 2025 and 2026. The rule takes effect October 1, 2026; petitions for reconsideration are due on the same date. The agency attributes the adjustment to a projected UCR revenue shortfall of about $21.79 million against a $118 million target.
Complete 2027 UCR fee schedule
The rates depend on the number of commercial motor vehicles: 0–2 — $55; 3–5 — $167; 6–20 — $333; 21–100 — $1,163; 101–1,000 — $5,548; and 1,001 or more — $54,165. Brokers and leasing companies pay $55. For comparison, the corresponding 2026 fees are $46, $138, $276, $963, $4,592 and $44,836. The annual increase for an individual entity therefore ranges from $9 to $9,329 depending on its fleet bracket.
Who UCR covers
UCR is an annual business-registration program for covered interstate and international motor carriers, motor private carriers, freight forwarders, brokers and leasing companies. It is not a fee for a CDL, CLP, endorsement, DOT medical examination or immigration document. A company driver generally does not pay UCR personally unless the driver owns or operates an entity subject to registration. An owner-operator should confirm who registers the operation—the owner-operator or the carrier whose authority is being used—and avoid paying twice without verifying the obligation.
When to prepare the 2027 registration
The final rule has an October 1, 2026 effective date, and the UCR collection cycle for the next registration year also begins October 1 of the preceding year. Covered entities should verify their fleet count and registration information, budget for the new amount, and complete official registration before operating in 2027 under UCR Plan or participating-state instructions. Pay through UCR.gov or a verified state channel and retain the receipt; an unsolicited email or invoice displaying a UCR logo does not prove that the sender is a government agency.
Practical implications for Ukrainian drivers
For a Ukrainian owner-operator or small carrier with 0–2 vehicles, the direct change is an additional $9 for 2027. Verify the legal business name, USDOT number, operating authority, fleet bracket and which party is responsible for filing under the lease agreement. For company drivers, the rule does not alter CDL status or create a personal UCR payment requirement. It also does not change U4U parole, TPS, an EAD, visa status, work authorization or eligibility for a domiciled or non-domiciled CDL.
