What changes on August 17
AAMVA says New Hampshire will begin using the State-to-State Driver History Record (DHR) and Medical Examiner’s Certification Integration, known as NRII, on Monday, August 17, 2026. Technical onboarding is scheduled for Sunday, August 16, from 6:00 to 9:30 a.m. ET. During that work, inquiries directed to New Hampshire may depend on the state’s availability; other interstate status and history requests are expected to remain unaffected.
How electronic medical transmission works
Under NRII, the certified medical examiner submits the physical-examination result to the FMCSA National Registry by midnight local time on the next calendar day. The National Registry electronically sends the result to the State Driver Licensing Agency, and the state posts the medical status to the CDLIS driver record. After New Hampshire successfully transitions, an interstate CDL/CLP holder ordinarily will no longer submit paper Form MCSA-5876 to the DMV; the official proof should appear in the electronic record.
Why drivers should still request a paper MEC
FMCSA recommends that medical examiners continue issuing a paper Medical Examiner’s Certificate to the driver, in addition to the electronic submission, until further notice. The current nationwide exemption allows interstate CDL/CLP holders and carriers to rely on a paper MEC as proof for up to 60 days after issuance; the exemption remains in effect through October 11, 2026. It is a backup for a transmission or matching delay, not a substitute for an examination by a certified examiner.
What to verify after the DOT physical
Request a paper copy of Form MCSA-5876 before leaving the clinic and verify the spelling of the legal name, date of birth, CDL/CLP number, issuing state and examination date. After several business days, verify medical status with the New Hampshire DMV or obtain a motor vehicle record through the state’s available process. If the status has not updated, first contact the examiner about the National Registry submission and any possible error task, then contact the DMV. Keep the paper copy and contact confirmations until the electronic record is verified.
DHR does not create a new immigration-status check
State-to-State DHR helps licensing agencies support the One Driver — One License — One Record principle, transfer driver-history information and verify credentials between states. Implementing DHR/NRII does not change federal eligibility for a domiciled or non-domiciled CDL, create a new immigration deadline, or make an EAD, TPS or Uniting for Ukraine parole sufficient or insufficient by itself. Eligibility, lawful-presence verification, self-certification category and medical qualification remain separate issues.
Practical implications for Ukrainian drivers
A Ukrainian CDL/CLP holder licensed in New Hampshire who takes a DOT physical on or after August 17 should confirm in advance that the examiner is active in the FMCSA National Registry, records New Hampshire as the licensing state and will submit the result electronically. Request a paper MEC as backup and do not assume the clinic will automatically resolve a mismatch. If a license renewal or dispatch depends on medical status, allow time to verify the record before the expiration date.
