English proficiency is assessed separately
49 CFR 391.11(b)(2) requires an interstate CMV driver to read and speak English well enough to communicate with the public and inspectors, understand highway signs, respond to official inquiries and make required entries. FMCSA’s revised April 16, 2026 policy explains roadside assessment and out-of-service handling. It applies regardless of citizenship or the language spoken at home; unless a current policy exception applies, the driver must respond to the inspector without an interpreter.
