Connecticut змінює правила для truck drivers з 1 жовтня: emergency orders і mobile devices
Connecticut Changes Truck Driver Rules Oct. 1: Emergency Orders and Mobile Devices

CDL holders
Якщо offense вчинено під час operation of a commercial motor vehicle, statute спрямовує charge до CMV subsection.
English-language requirements.

What takes effect on October 1
Connecticut Public Act 26-63, signed on May 27, 2026, changes several transportation statutes beginning October 1. For commercial drivers, the most practical provisions concern compliance with emergency orders restricting movement during extreme weather or a natural event and broader wording for mobile-electronic-device prohibitions. The law applies in Connecticut; it does not create a nationwide FMCSA rule.
Up to $250 for violating an active emergency travel order
Section 12 allows the governor, during extreme weather or another natural event, to issue an order prohibiting or restricting the movement of specified persons or vehicles on identified streets or highways. Violating an active order may carry a fine of up to $250. This is not an automatic standing truck ban: a specific order must be issued, and its text will control the affected vehicles, roads, times and exceptions.
Broader mobile-device language
The amended statute prohibits holding or supporting a mobile electronic device with any part of the body while operating a vehicle, using it without a hands-free accessory, reading or entering a nonvoice message, or having video or a moving image visible from the normal driving position. Exceptions remain for uses including mounted navigation and rearview, parking and object-detection displays. A temporary stop in traffic or at a red light still counts as operation; safely parking on the shoulder or roadside does not.
Separate significance for CDL holders
When an offense occurs while operating a commercial motor vehicle, the statute directs the charge to the CMV subsection. Connecticut also defines a conviction for using a hand-held mobile telephone or texting while operating a CMV as a serious traffic violation. The exact CDL consequences depend on conviction history and the applicable state and federal rules; a citation does not automatically mean disqualification. The law retains base state fines of $200 for a first, $375 for a second, and $625 for a third or subsequent distracted-driving violation.
Practical steps for Ukrainian drivers
Before a trip through Connecticut, check 511CT, CTDOT and weather alerts; during a declared emergency, read the full governor order and carrier dispatch instructions. Mount navigation before moving, disable unnecessary video and notifications, and stop in a safe lawful location before handling a device. Preserve dispatch and route-change messages when a storm changes the plan. Public Act 26-63 does not change Uniting for Ukraine parole, TPS, a visa, an EAD, non-domiciled CDL eligibility or English-language requirements.
