U.S. Attorney’s Office for the District of Connecticut За DOJ, grand jury повернуло indictment 22 вересня, а 21 жовтня defendant з’явився у federal court у Bridgeport, pleaded not guilty і залишився detained. Це maximum allowed by statute, а не прогноз sentence.

Prosecutors також стверджують, що він мав valid New Jersey CDL та п’ять fraudulent driver’s licenses з іншими іменами й altered photographs.

Перевіряйте legal name, USDOT/MC number, authority та insurance; у pickup location зіставляйте carrier name, tractor і trailer plates та driver identity з contracted party. Зберігайте rate confirmation, bill of lading, dispatch messages, email headers, photographs і timestamps.

CDL identity

USDOT number належить assigned legal person і не може бути sold, transferred, rented або leased. Motus or FMCSA Portal login, one-time code, biometric verification, CDL photo, selfie Suspected registration fraud можна подати через FMCSA Complaint Center; можливий cyber or cargo crime також варто повідомити local police та відповідному FBI office.

DOJ описує defendant як citizen of Uzbekistan і lawful permanent resident, але nationality та immigration category не є evidence of guilt. Ця справа не змінює CDL або non-domiciled CDL eligibility, work authorization, visa, U4U parole, TPS чи EAD rules і не доводить wrongdoing інших Uzbek, Ukrainian або immigrant drivers. Українським drivers варто захищати CDL number, date of birth, ID images і login credentials так само ретельно, як banking data, та не погоджуватися на load або paperwork під чужим carrier name.

Indictment містить allegations, а не findings of guilt. Khaydarov pleaded not guilty і вважається невинуватим, доки government не доведе вину beyond a reasonable doubt.

What federal prosecutors announced

On October 21, 2026, the U.S. Attorney’s Office for the District of Connecticut announced an indictment of 33-year-old Nursulton Izzatulloevich Khaydarov. DOJ says a grand jury returned the indictment on September 22 and that the defendant appeared in federal court in Bridgeport on October 21, pleaded not guilty and remained detained. He faces a conspiracy charge carrying a statutory maximum of up to five years in prison. That is the maximum allowed by statute, not a predicted sentence.

How motor-carrier identities were allegedly used

Prosecutors allege that, beginning around September 2025, participants purchased or otherwise assumed control of several motor-carrier companies, including their USDOT numbers, MC numbers, business email accounts and owner identities. They allegedly posed as prior owners, used the reputation of established businesses to obtain interstate shipment contracts, picked up loads at distribution locations and failed to deliver them to their destinations. In some instances, DOJ says, co-conspirators demanded ransom for return of the cargo.

What is known about the loads and driver documents

The indictment links the conspiracy to at least 24 cargo loads containing hard drives, electronics, computer equipment, clothing, food and nicotine products. DOJ estimates the retail value of products in thefts in which the defendant was allegedly personally involved at more than $12 million. Prosecutors also allege that he held a valid New Jersey CDL and possessed five fraudulent driver’s licenses bearing other names and altered photographs. Possession of a valid CDL neither proves nor disproves the separate allegations involving identity documents or cargo theft.

Practical checklist for carriers, brokers and drivers

FMCSA recommends confirming a carrier or broker phone number through the official SAFER record and calling the number in that system—not relying only on a contact in a rate confirmation or email. Verify the legal name, USDOT or MC number, authority and insurance; at pickup, match the carrier name, tractor and trailer plates and driver identity to the contracted party. Retain the rate confirmation, bill of lading, dispatch messages, email headers, photographs and timestamps. Stop the transaction if a driver is asked to present as another company, conceal the employer, change the destination without independently verified approval, or accept a rate unusually far above the market.

How to protect a USDOT number and CDL identity

A USDOT number belongs to its assigned legal person and may not be sold, transferred, rented or leased. Do not provide a Motus or FMCSA Portal login, one-time code, biometric verification, CDL image, selfie with identification or business-email access to a “dispatcher,” buyer or consultant without independent verification. Review public registration and authority records regularly, monitor email and phone changes, and replace credentials immediately after suspicious activity. Suspected registration fraud may be reported through the FMCSA Complaint Center; possible cyber or cargo crime should also be reported to local police and the appropriate FBI office.

What this means for Ukrainian and immigrant drivers

DOJ describes the defendant as a citizen of Uzbekistan and a lawful permanent resident, but nationality and immigration category are not evidence of guilt. The case does not change CDL or non-domiciled CDL eligibility, work authorization, visa, Uniting for Ukraine parole, Temporary Protected Status or Employment Authorization Document rules, and it does not establish wrongdoing by other Uzbek, Ukrainian or immigrant drivers. Ukrainian drivers should protect a CDL number, date of birth, identity images and login credentials as carefully as banking data and should not accept a load or paperwork under another carrier’s name.

Limits of the case and informational disclaimer

An indictment contains allegations, not findings of guilt. Khaydarov pleaded not guilty and is presumed innocent unless and until the government proves guilt beyond a reasonable doubt. The public announcement does not identify every company, load or alleged co-conspirator and does not establish that every person, driver or carrier that interacted with them knew of the scheme. This article summarizes public sources available as of October 22, 2026, and is not legal, criminal-defense, insurance, immigration or individualized compliance advice.
