FMCSA Says More Than 10,000 Training Providers Removed From TPR as ELD Screening Expands

За його словами, agency продовжує перевірки training programs, state CDL processes, third-party testing і ELD systems, які можна неправомірно manipulate.

Під час перевірки 29 жовтня live TPR dashboard показував 18,347 active providers, 31,151 active locations, 418 locations under review і 9,963 removed locations. Це не пряме спростування “понад 10,000 providers”: summit statement описує broader cumulative provider cleanup since December 2025, тоді як dashboard прямо підписує свою цифру як locations removed і відображає current live inventory.

August emergency removal 110 schools

Dowling окремо відрізнив broader cleanup від August 31 emergency action щодо понад 110 ELDT providers, пов’язаних із більш ніж 5,000 drivers, cited for English-language proficiency violations.

У випадках fraud чи іншої criminal behavior, де driver-trainee knowingly participated, FMCSA залишає за собою право case-by-case retroactively invalidate training і координувати next steps зі State Driver Licensing Agency.

ELD metrics

Якщо vendor пропонує “edit” driving time телефонним дзвінком, приховує device identifier або не може виконати display і transfer test, це compliance warning. FMCSA registry status.

Перед оплатою school знайдіть exact provider і location у TPR, перевірте Class A/Class B theory та behind-the-wheel authorization, removal або under-review notation, refund terms і хто submit certification. TPR чи ELD enforcement не змінює автоматично U4U parole, TPS, visa, EAD, work authorization, medical certification або eligibility для domiciled чи non-domiciled CDL — ці питання перевіряються окремо.

What FMCSA reported on October 28

During the WEX OTR Summit in Jacksonville, FMCSA Chief Safety Officer Steve Dowling said the agency has removed more than 10,000 training providers from the Training Provider Registry since December 2025. He also reported that more than 100 noncompliant ELDs were removed from the Registered ELD List and nearly 600 devices were prevented from entering the list. He said the agency continues reviewing training programs, state CDL processes, third-party testing and ELD systems that can be improperly manipulated. The figures come from public remarks by an agency official reported by FreightWaves; FMCSA has not published a separate row-level data release breaking down those totals.

Why the live TPR shows a different number

When checked on October 29, the live TPR dashboard showed 18,347 active providers, 31,151 active locations, 418 locations under review and 9,963 removed locations. That does not directly contradict the “more than 10,000 providers” statement: the summit remark described a broader cumulative provider cleanup since December 2025, while the dashboard expressly labels its figure as locations removed and reflects the current live inventory. One provider may have multiple locations, and registry totals can change. The figures should not be added together, treated as interchangeable or used to estimate the number of affected drivers.

This is not a repeat of the August emergency removal of 110 schools

Dowling separately distinguished the broader cleanup from the August 31 emergency action involving more than 110 ELDT providers linked to more than 5,000 drivers cited for English-language proficiency violations. That enforcement action and more than 160 proposed removals following investigations were separate measures. The new 10,000-plus metric covers a broader registry cleanup since December 2025 and does not mean that 10,000 additional schools simultaneously received emergency orders on October 28.

What removal means for a training record and CDL

FMCSA guidance to 49 CFR 380.721 and the procedure in 49 CFR 380.723 explain that training conducted after a provider’s effective removal date is invalid. Removal does not automatically cancel every earlier training record or an already-issued CDL. In cases involving fraud or other criminal conduct in which a driver-trainee knowingly participated, FMCSA reserves the right to invalidate training retroactively on a case-by-case basis and coordinate next steps with the State Driver Licensing Agency. An applicant should verify the exact legal provider name, specific location, training type and status—not merely a brand, recruiter or school website.

What the new ELD metrics mean

The reported totals of more than 100 removed ELDs and nearly 600 blocked devices describe cumulative oversight, not a new list that automatically makes every device invalid. A carrier should compare the exact ELD name, model and identifier with the live Registered and Revoked lists before dispatch and after a vendor change. A vendor offering to “edit” driving time by phone, concealing the device identifier or failing a display and transfer test presents a compliance warning. A driver should notify the safety manager in writing and refuse false records; a vendor’s claim does not replace FMCSA registry status.

Practical steps for Ukrainian applicants and drivers

Before paying a school, find the exact provider and location in the TPR; verify its Class A or Class B theory and behind-the-wheel authorization, any removed or under-review notation, refund terms and who will submit the certification. Keep the contract, receipts, attendance records, assessments, completion date and a screenshot of registry status; after completion, check your own TPR driver record. A working driver should photograph the ELD Device Information showing the model and identifier, check both live FMCSA lists and document any mismatch or suspicious edits in writing. TPR or ELD enforcement does not automatically change Uniting for Ukraine parole, Temporary Protected Status, a visa, Employment Authorization Document, work authorization, medical certification or eligibility for a domiciled or non-domiciled CDL—those issues must be evaluated separately.
