Хто отримує додатковий час
Notice охоплює registrants, у яких required biennial update був due 1 червня 2026 року або пізніше. Саме ця дата визначає scope; relief не слід автоматично застосовувати до прострочень до 1 червня або до USDOT numbers, які inactive, revoked чи blocked з іншої причини. Official page також не скасовує operating authority, insurance, BOC-3, UCR, safety або state filing requirements.
Обов’язок не скасовано назавжди
За normal rule entities under FMCSA jurisdiction оновлюють registration кожні 24 місяці, навіть якщо business information не змінилася. What FMCSA confirmed on September 10
FMCSA updated its official notice on September 10, 2026. During recovery and stabilization of the new Motus USDOT Registration System, the agency has temporarily suspended enforcement for an incomplete biennial update and will not inactivate a USDOT Number solely because of that missed filing. Motus launched on May 19. FMCSA did not announce an end date for the relief and said it will issue additional guidance.
Who receives additional time
The notice covers registrants whose required biennial update was due on or after June 1, 2026. That date defines the scope; the relief should not automatically be applied to deadlines before June 1 or to USDOT Numbers that are inactive, revoked or blocked for another reason. The official page also does not suspend operating authority, insurance, BOC-3, UCR, safety or state filing requirements.
The requirement has not been permanently removed
Under the normal rule, entities subject to FMCSA jurisdiction update their registration every 24 months even when business information has not changed. FMCSA describes the current measure as a temporary suspension of enforcement: registrants receive additional time, but the filing requirement remains. A carrier therefore should not remove the deadline from its compliance calendar or assume that a future update will no longer be required.
What a carrier or owner-operator should do now
Check the USDOT record through the official Public Motus Search and document the due date and current status. If an update cannot be filed, retain screenshots, confirmation emails and the support-ticket number; do not open duplicate tickets for the same problem. FMCSA directs users to Ask FMCSA or the Registration Customer Service Center at 1-800-832-5660 and recommends subscribing to Registration Alerts. The biennial update is free, so verify the domain before providing business or identity data.
Intrastate operations require a separate check
The federal biennial-update requirement does not apply to purely intrastate carriers in the same way, but an individual state may require recurring updates. Land Line reports that Motus lets intrastate carriers update mileage, power units and driver totals, while FMCSA is working to display the most recent update date for state agencies. Check the rules of the issuing state rather than relying only on the federal pause.
Practical implications for Ukrainian drivers and carrier owners
The relief concerns USDOT registration status, not citizenship, Uniting for Ukraine parole, Temporary Protected Status, an EAD or CDL eligibility. A company driver generally should confirm that the carrier’s USDOT Number is active; a Ukrainian owner-operator or business owner should separately monitor the Motus record, operating authority, insurance and state obligations. If a shipper, broker or roadside officer sees a discrepancy, provide the current public record and the official FMCSA notice, but do not claim that the pause cures an unrelated registration problem.
