Повідомлення — це lead, а не доказ
Tip може дати investigators підставу перевірити документи, training records, testing transactions, identity або carrier activity, але сам дзвінок чи online submission не встановлює fraud і не скасовує CDL. License action, criminal charge, immigration consequence або sanction проти школи чи carrier потребують окремої agency procedure, доказів і, залежно від справи, можливості оскарження. Публічне звинувачення без перевірених фактів також не слід подавати як доведене порушення.
Яку інформацію варто документувати
ICE просить повідомляти конкретні факти про suspected criminal activity. Для CDL-related matter корисними можуть бути legal business або school name, location, dates, vehicle чи USDOT identifiers, copies of advertisements або communications та точний опис того, що спостерігав заявник. Не надсилайте припущення лише на підставі мови, акценту, національності, зовнішності або immigration rumor: ці ознаки самі по собі не доводять forged documents, false testing, improper ELDT certification чи інше fraud.
Зв’язок із перевірками CDL schools і testers
Нова reporting campaign з’явилася після announcement FMCSA від 31 серпня про emergency removal понад 110 ELDT providers, proposed removal понад 160 інших providers і nationwide audit third-party CDL skills testers. Ці процеси мають різний юридичний статус: emergency removal вже діє для названих providers, proposed removal ще може бути оскаржено, а audit або tip не означає, що violation доведено. Студентам слід перевіряти current status provider у FMCSA Training Provider Registry перед оплатою та до початку training.
Практичні наслідки для українських водіїв
Кампанія не створює нового CDL eligibility rule і не змінює автоматично validity посвідчень, U4U parole, TPS, EAD або work authorization. Українським drivers варто зберігати копії ELDT completion, test receipts, CDL/CLP, medical certification, employment records і письмових communications зі school або carrier. Якщо driver, школа чи carrier отримали subpoena, inspection notice, licensing notice або contact від investigator, не ігноруйте документ, збережіть originals і зверніться до attorney, який працює з відповідною licensing, criminal або immigration issue.

Overdrive published additional context on September 8. The 866-DHS-2-ICE number was not created solely for this subject: it is the existing 24/7 ICE Tip Line. What is new is the specific public direction to send CDL-related tips through that channel.
A report is a lead, not proof
A tip may give investigators a reason to review documents, training records, testing transactions, identity information or carrier activity, but a phone call or online submission does not establish fraud or cancel a CDL. A licensing action, criminal charge, immigration consequence, or sanction against a school or carrier requires a separate agency process, evidence and, depending on the matter, an opportunity to contest the action. A public allegation without verified facts should not be presented as a proven violation.
What information should be documented
ICE asks for specific facts about suspected criminal activity. For a CDL-related matter, potentially useful information may include the legal business or school name, location, dates, vehicle or USDOT identifiers, copies of advertisements or communications, and a precise description of what the reporting person observed. Do not submit assumptions based only on language, accent, nationality, appearance or an immigration rumor. Those characteristics alone do not prove forged documents, false testing, improper ELDT certification or any other fraud.
Connection to reviews of CDL schools and testers
The reporting campaign follows FMCSA’s August 31 announcement of the emergency removal of more than 110 ELDT providers, proposed removal of more than 160 additional providers, and a nationwide audit of third-party CDL skills testers. These actions have different legal status: an emergency removal is already in effect for the listed providers, a proposed removal may still be contested, and an audit or tip does not mean a violation has been proven. Students should check a provider’s current status in the FMCSA Training Provider Registry before paying or beginning training.
Practical implications for Ukrainian drivers
The campaign does not create a new CDL eligibility rule or automatically change the validity of a license, Uniting for Ukraine parole, TPS, an EAD or work authorization. Ukrainian drivers should retain copies of ELDT completion records, testing receipts, the CDL or CLP, medical certification, employment records and written communications with a school or carrier. If a driver, school or carrier receives a subpoena, inspection notice, licensing notice or investigator contact, do not ignore it; preserve the originals and consult an attorney familiar with the relevant licensing, criminal or immigration issue.
